Fields of expertise
The central focus of our work is to provide support in assessment and policy design in the field of territorial development, as well as to support capacity building of the public sector (principally public administration organisations and local self governments), private sector and civil society organisations.
The support offered by InTER is primarily focused on conducting research, evaluations and analyses, support to the development of organizational and management capacities, support in identifying and exploring funding opportunities, as well as to preparing project proposals and implementing projects. InTER also attaches great importance to the environment and sustainable development projects.
InTER's core characteristics are a multi-disciplinary approach and ability to meet and adapt to the changing needs of our clients. We have considerable expertise in setting up teams of specialists to meet specific needs. InTER has built a reputation for delivering outstanding quality together with on-time and on-budget performance.
Having provided technical assistance on a range of developmental projects, including structural and social cohesion programmes for international and bilateral funding agencies in a large number of countries in the Western Balkans, we also have extensive experience in the implementation of the latest international practices, procedures and regulations in this field.
The main areas of InTER's activities focus on:
Regional and municipal socio-economic development: conducting research and analyses, as well as providing support to a variety of organisations, including regional development agencies, business support organisations and entrepreneurial associations; supporting the process of strategic planning at regional and municipal levels; area-based development; project design, development, implementation, monitoring and evaluation; urban development projects.
Decentralisation and governance: providing support to organisational and institutional reform at the local and regional level: strengthening the capabilities of organisations within the public sector; human resource management through training and coaching; and developing mechanisms for financial and operational management.
Cluster and SME development: capacity building of cluster initiatives; analysis and mapping of enterprise networks and clusters; value- and supply-chain analysis; support to SME development; strengthening of public-private partnerships at local and regional level.
Private sector development: assessment of businesses' administrative and operational capacity; assistance in developing business plans and strategic and operational planning; provision of market analysis, human resource development through training and coaching.
Project cycle management: capacity advancement in the fields of: project cycle management; evidence-based programming; proposal-writing; successful fundraising; management of project implementation monitoring and evaluation; and developing granting schemes and procedures.
Evaluations: ex-ante, mid-term and final evaluations of programme/project interventions; outcome and impact assessments; EU project proposal assessments; and human resource development in the field of evaluation.
